The strategic objectives of Saudi Arabia’s National Water Strategy are to ensure continuous access to adequate quantities of safe water under normal operations and during emergency situations; enhance water demand management across all uses; deliver cost-effective and high-quality water and wastewater services; safeguard and optimize the use of water resources and preserve the local environment for the highest benefit of the Saudi society; and ensure water sector competitiveness through the promotion of effective governance, private sector participation, localization of capabilities, and innovation.

Vision 2030

Saudi's Vision 2030 is a comprehensive strategic plan initiated under the guidance of King Salman bin Abdulaziz al Saud and led by Crown Prince Mohammed bin Salman bin Abdulaziz. It aims to transform Saudi Arabia into a diversified and dynamic economy by leveraging the country's inherent strengths, such as its strategic location, investment capacity, and its central role in the Arab and Islamic worlds. The vision is built on the premise of maximizing potential, fostering economic growth, enhancing government efficiency, and improving the quality of life for Saudi citizens.

Projects changing the water landscape
in Saudi Arabia

The world’s largest potable water project

Saudi Arabia is planning to build a 12,000-kilometer-long water project that will be longer than the Nile River. The project is intended to create the world's largest source of drinkable water. This will be one of the world's largest desalinated water networks, producing 9.4 million cubic meters of water per day for Saudi Arabia.

Independent Water Plant (IWP) projects

The Kingdom announced seven new desalination projects under the Public-Private Partnership (PPP) model, starting 2024. These include Ras Alkhair 2, Ras Alkhair 3, Tabuk, Alshuqaiq, Rabigh 5, Rayis 2, and Jazan. According to information provided by the National Centre for Privatisation & PPP (NCP), the Independent Water Plant (IWP) projects have a total desalination capacity of 2.8 million cubic metres per day (m3/day).

Independent Water Transmission Pipeline (IWTP) projects

Saudi Arabia will tender four water transmission projects to transmit potable water under the Public-Private Partnership (PPP) model. Tabuk-Al Ula, Rabigh-Jeddah, Jazan, and Ras Al khair - Hafr Al Batin are among them. According to project specifications provided by the National Centre for Privatisation & PPP (NCP), the four Independent Water Transmission Pipeline (IWTP) projects have a total length of 1,246 kilometers and a transmission capacity of 1.6 million cubic metres per day (m3/day).

Independent Strategic Water Reservoir (ISWR) projects

Ten strategic water reservoir projects under the Public-Private Partnership (PPP) model have been announced, with the goal of supporting the Kingdom's water sector's resilience. These include Jeddah, Asir, Makkah, Tabuk, Al Qassim, Najran, Jazan, Al Madinah, Riyadh, and Al Baha. According to the National Centre for Privatisation & PPP (NCP), the new Independent Strategic Water Reservoir (ISWR) projects have a total water storage capacity of 36 million cubic metres (m3).

Sewage Treatment Plant projects and Small Sewage Treatment Plants and Collection Network project

The five Independent Sewage Treatment Plant (ISTP) projects, as well as the sole Small Sewage Treatment Plants (SSTPs) and Collection Network project, will treat wastewater for reuse in non-agriculture municipal and industrial applications beginning in 2024, according to the National Centre for Privatisation & PPP (NCP). The combined wastewater treatment capacity of the five ISTPs is 650,000 cubic metres per day (m3/day).
